[Optimism & Base] - upgrade sepolia testnet to op-node v1.10.0 and op-geth v1.101411.2

Blockdaemon will update the OP Superchains (Base and Optimism) testnet nodes to op-node v1.10.0 and op-geth v1.101411.2 on 11/21/2024. We are updating our nodes in preparation for the upcoming Holocene Hard Fork. There will be a planned downtime of up to 10 minutes per node.

We have tested the release and do not anticipate any unexpected downtime other than mentioned above as a result of the update. If you have any questions or concerns please reach out to your Customer Success Manager.
